Is there a way to make a response to a post "sticky"?

For instance, if a topic has been posted, can a response to that topic be made to always appear at the beginning (or end) of that particular thread? I realize that I could lock the post, effectively accomplishing the same thing but we want continued discussion on that topic to be an option. It's just that the sticky response has information that everyone needs to see and we don't want it to become hidden among the other responses in the thread.

Does that make any sense?
