Deleting users

I have some questions regarding deleting of users:
 
1) Can a user delete his account?
 
2) If a user can delete his account, what will happend to the posts he made?
 
I think the users should be able to delete the profile, else they wil just start spamming the forum to bet banned and then deleted. Also when a user is deleted then his posts should still remain, but be moved to a user called "deleted user" or something. The threads would start to look strange is a deleted users posts still remain.

Users cannot delete account, but

1. he can make request to admins to remove his account
2. admins can choose whether to preserve his posts (will be set as "deleted user") or remove everything entirely.

How do I ask an admin to be deleted? I want this account to be deleted.
