We are a group of 50 people want to have our own Forum and Website (in Vietnamese language) so we can communication at our spare time. Question:
1) How to start?
2) Which software we have to purchase? Is this one time purchase or continue paying?

1) if you want to use our forum software, first of all you need to purchase a license at http://www.aspplayground.net/purchase.asp To start a website -> you can get a WYSIWYG software (frontpage e.g.) to help you write HTML files.. It is a very broad question and I suggest you go to this site and take a look: http://www.w3schools.com/

2) As a first time user, you will need to purchase the full version of our software. It is a one time purchase without recurring fees.
