gui changes based on language

My implementation (for a Canadian company) of ASPG (the .NET version) would need to serve English and French-speaking users.
 
1) Would it be possible to have all text (labels, error messages, help, etc.) in the ASPG interface change based on the user's language of choice (EN or FR) in their profile?
 
2) Would this mean changes to the source code or is there something built-in and ready to go to facilitate this? (Keep in mind that Canadian French is different than French from France, so I would need to indicate specific French text [including accented characters] in place of the English.)

yes. In fact, in your forum profile, you will see the language selection at the bottom of the page. language translation is done using language files so you don't have to hack the source code of each and every page. I am not sure which French our current language file uses but you can easily edit the file to fit your needs.
