What is the functionality behind the Ticket List? Does this allow uses to keep track of their postings or create tickets for problems?

The Ticket list is a feature that organizes abuse reports -> for example, if a post contains vulgar, offensive language and the moderators overlooked the problem, users can report the post by creating a ticket. The ticket will be assigned to a moderator/administrator randomly. Users and moderators will be notified by email for responses on the ticket thread (much like an independent message system). Other moderators can help with reports assigned to other moderators as well. In short, it is a very comprehensive report handling system.
