Suggestion : Upload images

I' d like to see finer control on who can upload and who cant.

As well as the current system, Id like to see an optional :

If Member Upload is allowed AND Posts > ' x' then allow upload / embed of images.

Then, I can reward senior members with the ability to post images as I have a fair idea they wont abuse the option.

Even finer control in addition would be to allow " disable/enable" upload for each individual user (although probably over the top!)

Forum permission will be refined in versions later on after we manage to get the new security model to work.

Basically we will use user group to assign permissions + the default permission set currently available in forum admin panel.

However, the current security model should be good enough for normal usage. Fine tuning permission may cause slow down in database. We will test this thing thoroughly before we release the new security model.
