Revamp the Moderator Ticket System

I'd like to see the Moderator Ticket System page be more useful. Allow Ticket assignments to be turned off/on for moderators on this page. Moderators go on "vacation", some are slow, some only want to deal with certain issues. A central location to manage this would be very welcome, and would seem a good fit for this existing admin page.
