Rate Post vs. Mark Post as helpful

It looks like ‘Rate Post’ is showing up for everyone, but ‘Mark post as helpful’ is only showing up for the admin. Is there a way to allow everyone to mark a post as helpful opposed to rating it?

Currently there is not a way to allow 'everyone' to mark post as helpful. This function is reserved for the thread starter and the moderators / admins, while the Rating can be enabled for everyone.
