In a past version, the forum used to "announce" the most recent new user near the bottom of the page along with events, birthdays, online users, etc. This does not seem to be included in the base themes any longer. I would suggest having this return as a configurable option, show on home page the "Welcome our newest user(s)" with an admin control panel definable number...perhaps 0-5...of most recent new users rather than just one or none.
