Move more code to CSS

While trying to edit and customize the forum it became quickly and painfully aware that a lot of style code is not in the CSS files. To make it easier for your users to customize the forum with out haveing to do javascript code and lots of digging around I would really recomend that more style code is moved from the core asp pages into the css files. Not only will this make the forum more customizable and attractive but it also does conform more with modern best practices.
