Message "This function requires you to login as a qualified member"

Hello,

First I apologize if I am not posting this question in the right forum.
I am looking about how to resolve the following issue on my forum : when trying for example to send a PM to another member, users (including admins) get the following message : "This function requires you to login as a qualified member first",  and so far I could not find out where those rights can be given.
Using ASP Playground Forum SQL v1.99.24 SP5

It should be in the Basic Configuration section. Look for it in the first section of the Admin CP.
