Managing pinned posts

The 3 different levels of pinned posts is helpful, but I'd like to see some tweaks.
 
1.  Renumber the levels.  Level 3 is the top level, and Level 1 is the bottom level.  Invert the numbering?
 
2.  When adding pinned posts, the newest post goes to the top of the numbered level.  I'd like to be able to order the pinned posts within their level.  An older pinned post may be more important (to me, or the users), than the newest pinned post.
 
Perhaps do this with an up/down behavior with the sticky level number icon...or something.
