Make "Community Moderators" that can roam all the child forums

This is actually 2 suggestions. 1) A "Community Moderator" that can moderate ANY forum but not have the forum manager tools to actually change forum attributes. 2) Have inheritance so if you add a moderator to the parent forum he can moderate all the child forums below.
