As long as you know how helpful history in Internet Explorer you can sure it will be a great feature in a forum.
Think you are a user, you browsed a topic liked it but you didn't noticed where it is. It will be hassle to find it again in such a big/busy forum.
Admins will have a idea of that user interests, so it will be easier to watch a user than give him moderation rights.
It can categorize day by day and/or limit to a number of inserts.
But seeing past in a glance will find open a new way to come back browsing.
This can be used for stats in a longer time. Which hours, which users browsing where.
Guests interests vs. users interest, old users interests vs. new users interests and list is going like that.
This all can be accessed by web log files but. It is not easy and hard way to see such these hard compressions.
But this history sections priority responsibility is user convenience.
