Forum multilanguage (setlang parameter)

Hi, i need a forum that was multilingual. I know about "setlang" (for example: "~/forum/?setlang=fr") parameter, but it works only for logged users. It is convenient to set the language through "setlang" parameter. Can I through "setlang" parameter to set the language for all users, including those for guests?

currently the setLang is only available for logged in users. Guest can currently only change the forum theme through the setTheme querystring.
