I fully agree that the body of the post should contain a description of the files attached to the post. However this is not always done.
An example of when this would be nice would be if you had a web site for people to post desktop backgrounds that they have created or collected (just an idea, not something I am doing). Some one starts a thread for space themed, 3D, backgrounds. One of the posts contains three file attachments and the description in the post is “My new space themed 3D backgroundâ€. That’s all fine and good, but there are three file attachments and the file names are not descriptive. Viewers are not sure if they want only one of the files or if they want all three.
If the person who made the files available to the web site had given a description of each file (The web site admin could have made this mandatory), then the web site viewers would have known that the three files were of the same image but at different resolutions.

This is only an example but I feel that this type of feature would be helpful to both administrators and the web site viewers.
