E-mail via board concern/suggestion

For the direct email to user via board feature, I'd like to see a couple of tweaks.

1. Put a server message header on top of the mail message. Perhaps informing the recipient where this message has originated from, and that if they do not wish to recieve such messages they can turn it off in profile...and if the system is being abused they should report it to the admin/moderators.

2. Ability to turn this feature off in the admin tool.
